Canada’s New National Pharmacare Law: What It Could Mean for You

In October 2024, Canada passed a new law (Bill C-64, known as the Pharmacare Act) to start a National Pharmacare Program. This program aims to make medications more affordable and accessible for all Canadians. Although the program’s full details are still being developed, here’s what we know so far about how it may help people across the country.

What is the National Pharmacare Program?

The National Pharmacare Program is designed to ensure that all Canadians can access essential medications, no matter where they live or how much they earn. Under this plan, the government will cover certain medication costs through a single-payer system, meaning it will pay for medications directly. The program is expected to grow over time as more medications are added to the list of those covered.

What Medications Will Be Covered?

The first stage of the Pharmacare Program will focus on two main categories:

  1. Diabetes Medications: Over 3.7 million Canadians live with diabetes. Many of them use essential medications like insulin and metformin. The cost of these medications can add up to thousands of dollars each year. Under the Pharmacare plan, these medications will be free or have significantly reduced costs.
  2. Contraceptives: This program also covers contraceptives, including birth control pills, implants, and IUDs. These medications help over nine million Canadians of reproductive age manage their reproductive health safely and affordably.

Many Canadians face difficult financial choices, like deciding between paying for prescriptions and buying essentials like food. Although this law has been passed, it still requires agreements with each province and territory to ensure the program works everywhere in Canada. For example, British Columbia has already signed an agreement and is using some of the funds to cover additional treatments like hormone replacement therapy. Other provinces and territories will need to negotiate similar agreements, so coverage may look different in each area.

The government hopes to add more medications to the Pharmacare Program over time. Currently, only diabetes medications and contraceptives are included, but the Canadian Drug Agency—an organization created to support this initiative—will work on adding other essential medications in the future​.
